Dr. Anastasia Dabi is the Founder and Executive Director of Hands of Hope Adult Medical Day Services, Inc., bringing over 23 years of leadership experience in health and human services. She holds a Ph.D. in Christian Counseling, an MBA in Human Resource Administration, and a Bachelor of Arts in Social Work.
Dr. Dabi has extensive experience leading organizations that provide services to individuals with intellectual and developmental disabilities, with expertise in program development, regulatory compliance, quality assurance, and operational leadership. She also serves as the Executive Director of Hands of Hope Services, Inc., a residential and community-based services provider located in Lanham, Maryland.
As Executive Director, Dr. Dabi provides the center’s strategic vision and administrative oversight, ensuring full compliance with Maryland Adult Medical Day Care regulations and standards. Her leadership is grounded in compassion, accountability, and excellence in service delivery.
Driven by a strong commitment to person-centered care, Dr. Dabi is passionate about expanding access to quality services that promote dignity, independence, and improved quality of life for every participant. Under her leadership, Hands of Hope remains dedicated to compassionate care, community partnership, and operational excellence.
Ms. Lydia Naa Kowa Otoo is a highly qualified Registered Nurse who serves as the Program Director and Director of Nursing at Hands of Hope Adult Medical Day Services, Inc. She provides clinical leadership and oversees the day-to-day operations of the center to ensure safe, high-quality, and compassionate care.
Ms. Otoo holds both a Bachelor of Science in Nursing (BSN) and a Master of Science in Nursing (MSN) with a specialization in Psychiatric Mental Health. She maintains multi-state registered nurse licensure, including the State of Maryland.
Her professional experience includes acute hospital care in medical-surgical and orthopedic units, as well as extensive nursing administration and leadership. Prior to joining Hands of Hope Adult Medical Day Services, Ms. Otoo served as Director of Nursing and Case Management at Hands of Hope Services, Inc., where she conducted comprehensive health assessments, developed individualized care plans, coordinated medical services, and trained staff in healthcare best practices.
Ms. Otoo is certified in Advanced Cardiac Life Support (ACLS) and Basic Life Support (BLS) and is highly knowledgeable in the Maryland Nurse Practice Act and COMAR regulations governing adult medical day programs.
As Program Director, she oversees admissions, care planning, nursing services, medication management, and staff supervision. Her strong clinical expertise and compassionate leadership ensure that each participant’s medical and personal care needs are met with dignity, safety, and professionalism.
